installing it and tweaking vegas.rb to use 'localhost' instead of '0.0.0.0'

Other than having to execute the rake commands in the MSYS shell, it worked beautifully. Thanks for helping make Ruby 1.9 on Windows possible.
Note: the gembox guys said it "should" work now on doze, though I haven't tried it [and passing it the -F option does work, for sure]
